Monitoring, Reporting, and Verification (MRV) systems play a key role under the Paris Agreement, enabling countries to accurately track greenhouse gas (GHG) emissions at both national and sub-national levels. This information informs countries on their progress towards the fulfillment of their Nationally Determined Contributions (NDCs) while strengthening climate transparency among other Parties to the Paris Agreement.
The Regional Pacific NDC Hub, through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), is currently supporting the establishment of MRV systems in four Pacific Island Countries (PICs), including Niue, Cook Islands, Tonga and the Republic of the Marshall Islands (RMI).
Each country has unique requests and requirements for their MRV systems:
RMI: Improving Data Collection for MRV to enhance NDC reporting.
Tonga: Developing an MRV system for tracking GHG emissions.
Niue: Establishing an MRV system.
Cook Islands: Establishing a robust MRV system and providing capacity building.
The MRV systems being developed cover different sectors tailored to the specific needs of each country, including electricity, transport, agriculture, and forestry. The technical assistance provided includes awareness raising, stakeholder consultations, capacity development and establishment of institutional arrangements. The MRV projects across the four PICs are currently in the process of finalizing the institutional arrangements and draft MRV systems, with a second in-country visit to all PICs planned for June 2024.
